Where to use my dinghy? UK Staffordshire?

I've just bought a 5 man inflatable dinghy with a couple of pairs of oars for rowing... where can I use it locally? I've considered Chasewater and Rugeley Resevoir but I can't find any information on whether your actually allowed to go on them? I've also contacted british waterways about using it on the c as it would be quite fun. Would the rules change if I were using an electric outboard motor? I'd like to be able to have some fun with it now instead of waiting till June till im in the Isle of Wight :).
